Construction Starts on Al Mudhaibi Industrial City: Key Opportunities for Investors and Entrepreneurs in Oman
MUSCAT, AUGUST 30 — A joint venture between leading Omani contractor Al Sarooj Construction and Saudi-based Al Rawaf Contracting has secured a pivotal contract to develop the infrastructure for the first phase of a major new industrial city at Al Mudhaibi in Al Sharqiyah North Governorate.
The Al Mudhaibi Industrial City is the latest addition to Oman’s expanding network of industrial hubs managed by the Public Establishment for Industrial Estates (Madayn), which operates under the Public Authority for Special Economic Zones and Free Zones (OPAZ).
Al Sarooj Construction announced the contract award, valued at RO 17.4 million, in a weekend statement, describing the achievement as “a milestone in our commitment to building sustainable infrastructure that supports Oman’s industrial growth and future-ready cities.”
The joint venture will develop Phase 1 on a 134-hectare site, delivering comprehensive enabling works including roads, stormwater drainage, potable and sewage water networks, irrigation systems, utility corridors, communication and power infrastructure, alongside associated buildings.
The industrial city has already garnered approximately RO 12 million in industrial investments, attracting projects focused on electrical materials, electronics, home furniture, poultry processing, disinfectant production, and industrial and cooking gases.
Plans for the city also include a complex dedicated to manufacturing startups and a hydroponic agriculture investment.
Future expansion phases will increase Al Mudhaibi Industrial City’s area to about 9 million square meters, making it one of Madayn’s largest industrial hubs. Its strategic location near the main highway connecting the Special Economic Zone at Duqm to Oman’s key ports and border crossings further enhances its appeal.
This development represents a strategic national project for Al Sharqiyah North Governorate and aligns with Madayn Vision 2040, aiming to establish world-class business cities through partnerships with the private sector, in support of the national goals outlined in Oman Vision 2040.

This project aligns with Oman Vision 2040, signaling strong government commitment to industrial diversification and sustainable growth, which smart investors should leverage by focusing on emerging industries such as electrical materials, hydroponics, and startups. However, entrepreneurs must also anticipate the competitive landscape and infrastructure demands that come with large-scale industrial expansion.
