Start Paperwork Early for Licenses and Certificates: How Oman’s New MoL Rule Affects Your Business Continuity

The Ministry of Labor (MOL) has called on all companies and employees to initiate the process of obtaining the Professional Classification Certificate and the Professional Practice License at least one to two months prior to the expiration of expatriate workers’ residence cards or Omani workers’ employment contracts.

This directive aligns with earlier sector-specific announcements aimed at ensuring timely verification and issuance, thereby preventing penalties from relevant authorities.

Early compliance is crucial to avoiding administrative delays and financial penalties, guaranteeing seamless contract renewals, maintaining business continuity, and enhancing the readiness of both companies and workers in accordance with professional accreditation requirements.

The Professional Practice License is mandatory for the logistics, energy, and minerals sectors, while the Professional Classification Certificate is required for the engineering, accounting, finance, and legal sectors.

The new regulations to regulate the labor market and standardize the practice of various professional activities came into effect on September 1. The Ministry has also issued a stern warning against the submission of forged vocational classification and licensing certificates, following the discovery of multiple cases of document falsification.

The Ministry will maintain rigorous oversight of training institutes and assessment centers authorized to evaluate and license professions requiring vocational classification. Any licenses or certifications not approved by the Ministry will be deemed invalid.

Individuals or companies found submitting false documents will face legal consequences in accordance with prevailing laws.

The Ministry of Labor’s enforcement of Professional Classification Certificates and Practice Licenses signals a push for higher regulatory compliance and professional standards in key sectors like logistics, energy, engineering, and finance. For businesses in Oman, this creates an opportunity to strengthen workforce credibility and operational continuity, but also poses risks of costly penalties and legal actions if compliance is delayed or falsified documents are used. Smart investors and entrepreneurs should prioritize early certification processes and invest in legitimate training partnerships to ensure seamless contract renewals and build a robust, compliant talent pipeline.
