Investment and Commercial Court’s New Primary and Appellate Chambers: What This Means for Business Dispute Resolution in Oman

MUSCAT, SEPTEMBER 28 — The Supreme Judicial Council has approved the establishment of primary and appellate chambers of the Investment and Commercial Court across various governorates in the Sultanate of Oman, detailing their specific locations and jurisdictions. This initiative is grounded in Royal Decree No. 35/2025, which created the Investment and Commercial Court and outlined its governing framework.

Under the new arrangement, four appellate chambers will be set up outside Muscat Governorate, situated in Dhofar, Al Dakhiliyah, Al Batinah North, and Al Sharqiyah North. Each appellate chamber will manage cases arising within its assigned geographical area.

Additionally, the decision mandates the formation of ten primary chambers distributed across Dhofar, Musandam, Al Buraimi, Al Dakhiliyah, Al Batinah North and South, Al Sharqiyah North and South, Al Dhahirah, and Al Wusta. This ensures comprehensive judicial coverage throughout all wilayats of Oman, aiming to facilitate easier access to litigation and expedite the resolution of investment and commercial disputes.

The new system will officially come into effect on October 1, 2025. This move highlights the Supreme Judicial Council’s dedication to enhancing the judicial infrastructure to foster a favorable legal environment for investment, thereby promoting economic growth and supporting business activities. — ONA
