Oman’s Rapid Push for Smart, Sustainable Cities: What It Means for Investors and Business Growth

MUSCAT: Oman is rapidly advancing its transition to smart and sustainable urban development through a series of significant national projects in alignment with Oman Vision 2040. Spearheaded by the Ministry of Housing and Urban Planning, key initiatives such as Sultan Haitham City, Al Jabal Al Aali City, and A’Thuraya City are transforming the nation’s urban landscape.

Sultan Haitham City has completed all land preparation and leveling activities. Progress continues on major infrastructure including main roads, underpasses, utility networks, and bridges. Construction of the power station is 30 percent complete, while the city’s Experiment and Control Centre—the central hub of its smart management system—is over 85 percent finished. Investment opportunities have been announced for district cooling plants and additional infrastructure projects. Partnership agreements totaling more than RO 1.9 billion have been signed for residential neighborhoods, with sales already surpassing 67 percent of available units.

A’Thuraya City, located in the Wilayat of Bausher in the Muscat Governorate, is currently in its first phase, covering more than 3 million square meters. This development will accommodate over 8,000 residents across eight integrated neighborhoods. Site preparation is 20 percent complete, supported by RO 38.2 million in infrastructure investments. Key development contracts include RO 25 million for Neighborhood 8, over RO 240 million for Neighborhood 6, and consultancy agreements valued at RO 6 million.

Al Jabal Al Aali in Al Dakhiliyah Governorate has also attracted substantial investment, with agreements exceeding RO 600 million. Notable projects include a 600,000-square-meter health district comprising residential units, hospitality facilities, and a five-star hotel. The Al Alalan Hills development will offer 2,100 residences, two luxury hotels, and a world-class golf course, backed by RO 400 million in investment.

These projects exemplify a cohesive national planning strategy positioning Omani cities as hubs of innovation, balancing environmental, economic, and social priorities.
