MUSCAT, DEC 14 — The longstanding bilateral relationship between the Sultanate of Oman and the French Republic is entering a new, intensified phase characterized by a commitment to a "win-win" economic partnership. This renewed momentum, driven by high-level diplomatic and business engagements, aligns closely with Oman’s Vision 2040 and the global transition towards green energy and advanced technology. In an exclusive interview with the Observer, Nicholas Forissier, France’s Minister Delegate for Foreign Trade and Economic Attractiveness, highlighted the strategic significance of this collaboration.

“The French government I represent wants to affirm to our Omani friends that France is fully committed,” Minister Forissier said, emphasizing that the strong ties between the two nations are grounded in “history, confidence, and mutual trust.” His visit, accompanied by a delegation from the International MEDEF—the Paris-based employers’ association—was aimed at revitalizing economic relations following a period of reduced engagement.

A Balanced and Mutually Beneficial Partnership

At the heart of this strengthened relationship lies a balanced, mutually advantageous partnership. Minister Forissier explained that the objective is to build operational connections focused on companies from both countries. “Agreements should always be balanced, striving for equity between each nation and company. This is the essence of trade,” he stated.

This approach has delivered impressive results, with bilateral trade between Oman and France surging by 60% in 2024, a trend that has continued into 2025. This growth highlights the still-substantial potential for expansion beyond the well-established French contributions in sectors such as waste treatment, drinking water production, and urban advertising.

Aligning with Oman Vision 2040

French companies and government efforts are closely focused on supporting the pillars of Oman Vision 2040, particularly in three key sectors: Energy Transition, Special Sector (Aerospace), and Cutting-Edge Technologies. The French delegation expressed deep admiration for Oman’s leadership in the energy transition.

Oman’s ambitious goals—sourcing up to 30% of its energy from sustainable and renewable sources by 2030, 60% by 2040, and achieving net-zero emissions by 2050—open significant opportunities for collaboration. French energy giants TotalEnergies and EDF Renouvelables have already committed investments totaling €2 billion and stand ready to support Oman’s ambitious plans. “You are implementing these goals with strong determination,” noted Minister Forissier.

In aerospace and advanced technologies, France is leveraging its expertise through projects such as Oman’s first telecommunications satellite, developed with Airbus Defence and Space, demonstrating deep cooperation in the special sector. Additionally, France aims to bolster Oman’s digital innovation ecosystem, drawing inspiration from its successful startup incubator, Station F in Paris. Discussions are ongoing to support Oman’s startup hub, Terminal 11.

Strengthening Diplomatic and Economic Mobility

Beyond sector partnerships, France advocates for enhanced economic and people-to-people mobility. Minister Forissier affirmed France’s strong support for a Schengen visa waiver for Omani nationals and actively endorses the EU’s initiatives to forge comprehensive economic partnership agreements with Gulf Cooperation Council (GCC) countries.

“We advocate for responsible yet open approaches to free trade agreements,” he emphasized, underscoring the importance of durable, long-term accords. The Minister also pledged a continuous personal and official commitment to these efforts. “I will personally return,” he declared, adding that “probably the President will also visit Oman in the near future. We truly want to deepen our relations.”

This visit signals a definitive revival of regular, high-level dialogue. The French-Omani relationship, built on a foundation of longstanding trust, is now being swiftly modernized and operationalized, paving the way for sustained economic cooperation and investment that promises to benefit both nations well into the future.
