Digital Platform ‘Dhamani’ Ranked Among Top Five Globally: How It Can Enhance Your Business Strategy in Oman

Geneva, July 8 – The National Health Insurance Platform (Dhamani) of the Financial Services Authority has secured fifth place globally as one of the top digital platforms in the e-Government IT applications category during the World Summit on the Information Society Forum 2025 held in Geneva, Switzerland.

This recognition came after Dhamani advanced to the finals among over 360 projects from various countries, having initially competed against a total of 972 digital projects worldwide for this prestigious award.

Dhamani is a comprehensive national digital platform designed to facilitate the exchange of data and claims related to health insurance between insurance companies and private healthcare institutions. It plays a critical role in providing a unified medical record for policyholders.

Abdullah bin Salem Al-Salmi, CEO of the Financial Services Authority, stated that securing this position is an international acknowledgment of the platform’s ability to organize vital processes between insurance companies and private healthcare institutions. He emphasized that this award is one of the most recognized technical awards globally.

He noted that this achievement reflects the significant advancements in the health insurance system, including services for data and document transfers, obtaining approvals, and settling financial claims. Dhamani also plays a vital role in documenting prescriptions and utilizing a unified medical coding language, providing an archived medical history for policyholders accessible across all healthcare institutions linked to the platform.

Al-Salmi explained that these capabilities have directly enhanced the quality and speed of services received by policyholders, providing transparency and oversight from regulatory bodies, and elevating the confidence of investors in private healthcare and insurance institutions.

He mentioned that the number of health insurance transactions completed through the platform by insurance companies and private healthcare institutions has exceeded 4.2 million transactions as of the end of June 2025, with a daily data exchange rate of 40,000 transactions. There have been 700,000 claims filed by hospitals, with the platform facilitating the settlement of claims amounting to 3.5 million Omani Rials and achieving 1.4 million approvals for medical requests.

Additionally, Al-Salmi indicated that all insurance institutions are now linked to the Dhamani platform, along with 33 licensed private hospitals, representing all private hospitals authorized by the Ministry of Health. Currently, there are 37 private health complexes, 20 clinics, and 33 specialized health centers associated with the platform, serving over 650,000 policyholders. He anticipates that all private health institutions will be connected by early August.

It is noteworthy that the Financial Services Authority was awarded first place last year in the e-Business category for its Electronic Disclosure Platform (Data), reflecting the success of Oman’s digital transformation projects in the financial services sector.
