LEO Development and Rove Announce Strategic Partnership: What This Means for Business Growth Opportunities in Oman
Muscat, Oman — 3 February 2026: LEO Development has announced a strategic partnership with Rove Hotels—the lifestyle hospitality brand operated as a joint venture between Emaar Properties and Dubai Holding—marking the first entry of the Rove brand into the Sultanate of Oman.
The announcement was made in the presence of senior officials, including Qais bin Mohammed bin Moosa Al-Yousef, Chairman of the Public Authority for Special Economic Zones and Free Zones; Faisal bin Abdullah Al Rawas, Chairman of the Board of Directors of the Oman Chamber of Commerce and Industry; and Munir Al Muniri, Deputy President for Operations at the Oman Investment Authority. LEO Development was represented by its Chairman, Viktor Serenkov, while Rove was represented by Chief Operating Officer, Paul Bridger.
According to the companies, the partnership sets out a pipeline of Rove-branded projects planned across Muscat and other strategic locations, including integrated tourism complexes (ITCs), free zones, and special economic zones in Oman—supporting the long-term regional expansion goals of both parties and reinforcing Oman’s positioning as a growing destination for contemporary lifestyle hospitality in the GCC.
The first confirmed project under the agreement is Rove Home Muscat Expressway, described as the brand’s first branded residential development in Oman. The development is planned for a central, well-connected area near Muscat Hills, with direct access to major road networks and proximity to key business districts, the Oman Convention and Exhibition Centre, and Muscat International Airport.
Rove Home Muscat Expressway will include fully furnished one- and two-bedroom apartments and lofts. Planned amenities include a lap pool with jacuzzi, a roof garden, retail and co-working spaces, and the brand’s signature Rove Café.
Rove—founded in Dubai as a joint venture between Emaar Properties and Dubai Holding—said it has expanded across the region with more than 8,000 keys open or under development. LEO Development said its Oman strategy is aligned with Oman Vision 2040 and includes focus areas across Muscat, Salalah, Duqm, and Musandam.
