166 Manpower Recruitment Offices Inspected in Muscat: What It Means for Employers and Job Seekers in Oman’s Labor Market

Muscat: The Labour Inspection Department at the Directorate General of Labour Welfare recently carried out a comprehensive inspection campaign targeting recruitment offices for non-Omani workers throughout Muscat Governorate.

The campaign inspected a total of 166 recruitment offices, resulting in legal action against those found breaching the provisions of the Labour Law and its Executive Regulation (2011/1).

The Ministry of Labour emphasized that all institutions and companies involved in manpower recruitment must secure an operating license in accordance with the Executive Regulation to avoid legal consequences. This requirement is mandated by Articles 31 and 143 of the Labour Law.

The ministry also called on both citizens and residents to verify that recruitment offices hold valid licenses and to report any suspected violations via the official electronic reporting system.

The recent crackdown on unlicensed recruitment offices by Oman’s Labour Inspection Department signals heightened regulatory enforcement in the manpower sector. For businesses, this means greater compliance costs but increased market transparency, reducing risks of illegal recruitment practices. Smart investors and entrepreneurs should now prioritize partnering with licensed, compliant agents to safeguard operations and capitalize on a more regulated labor market.
