New Sultan’s Royal Decree: Implications for Foreign Investment Opportunities in Oman
Muscat, July 13 — His Majesty Sultan Haitham bin Tariq issued a royal decree today, which includes the following:
Royal Decree No. (60 / 2025) amending certain provisions of the royal decree No. 52 / 2023 concerning the issuance of the Social Protection Law.
We, Haitham bin Tariq, Sultan of Oman,
Following our review of the basic law of the state and the Social Protection Law issued by decree No. 52 / 2023, and based on what serves the public interest, we decree the following:
Article One: Substitute the texts of clauses (2), (3), and (5) of Article Six from the aforementioned royal decree with the following:

The provisions of the Work Injury and Occupational Disease Insurance for non-Omani workers will come into effect five years after the issuance of this decree.

Chapter Six of Part Three of the attached law will be implemented three years following the issuance of this decree.

Clause (1) of Article (139) of the attached law will take effect on the date determined by the Social Protection Fund’s Board of Directors, not exceeding four years from the issuance of this decree.
Article Two: All conflicting provisions of this decree are hereby repealed.
Article Three: This decree shall be published in the Official Gazette and shall take effect the day after its publication.
Issued on: 17th of Muharram, 1447 AH, corresponding to July 13, 2025 AD.
