Oman’s New Cultural Visa: Unlocking Opportunities for Entrepreneurs and Investors

Muscat: Oman has unveiled a new Cultural Visa to enhance its entry visa offerings, promoting cultural exchange, artistic development, and intellectual collaboration. The Royal Oman Police (ROP) has detailed the visa’s framework, including its purpose, eligibility criteria, duration, and national relevance.

The cultural visa is an entry permit for foreigners visiting Oman specifically for cultural purposes. It is issued upon request from relevant authorities, with the host organization—such as the Ministry of Culture, Sports and Youth, academic institutions, or cultural centers—responsible for the applicant during their stay.

This visa is available to individuals engaging in a variety of cultural activities, such as temporary residence for cultural exchange or artistic training, academic or research collaborations in culture, arts, and heritage, participation in literary conferences or festivals, and attendance or organization of cultural and artistic events or exhibitions.

Additionally, a provision has been introduced allowing a cultural joining visa for spouses or first-degree relatives of foreigners entering Oman for cultural reasons.

Cultural visas can be issued for durations of one year at a fee of 50 Omani Rials, or for five or ten years with the same annual fee. Applications must be utilized within three months of issuance, or they will become invalid.

Officials emphasize the significance of the cultural visa as a means to facilitate the entry of experts, researchers, and artists, thereby supporting the transfer of knowledge and the exchange of experiences. It also ensures the legal presence of foreigners involved in cultural activities, aligning with the relevant regulatory authorities. The visa is part of broader efforts to promote cultural tourism, enhance Oman’s cultural outreach, improve intellectual discourse globally, and encourage foreign involvement in the Sultanate’s cultural and artistic events.

The intent behind the cultural visa includes establishing a clear legal framework for the entry and residency of foreigners for cultural purposes, enriching Omani culture through exchanges and collaborative events, easing the process for Omani institutions to host international talent and delegations, and supporting Oman’s Cultural Strategy 2040, which aims to forge a globally connected knowledge society.

The ROP clarified that the provisions for extending the cultural visa are distinct and do not apply to any other visa category outlined in the Executive Regulations of the Foreigners’ Residence Law; these rules are exclusive to the cultural visa.
