ROP’s New Human Trafficking Protection System: Implications for Businesses Operating in Oman

Muscat – Commemorating World Day Against Trafficking in Persons, the Royal Oman Police (ROP) has urged the public to report any suspicious activities or violations that may indicate exploitation.

The event, observed annually on July 30, this year emphasizes the theme "Organized Crime – End Exploitation," highlighting the need to address this global issue effectively.

Brigadier Jamal bin Habib Al-Quraishi, Director General of Criminal Investigations and Research, noted that this year’s observance occurs alongside the Sultanate of Oman’s significant strides and proactive measures in combating human trafficking. These efforts include the enhancement of legislation and improved coordination among relevant authorities, as well as the training of security personnel to identify and manage such cases adeptly.

To bolster victim protection, the Royal Oman Police has implemented a dedicated system aimed at aiding human trafficking victims. This initiative facilitates coordination among agencies and employs specific indicators for identifying victims, for which staff receive ongoing training. This system ensures that legal proceedings are efficiently conducted, allowing for timely referrals to the Protection House at the Ministry of Social Development.

Recent investigations by the Directorate General of Criminal Investigations and Research have uncovered organized criminal networks employing various tactics to exploit victims. For instance, the Royal Oman Police apprehended suspects of Arab and Asian descent who had entered Oman for tourism and were subsequently involved in promoting the illegal transplantation of human organs, preying on patients in urgent need of transplants.

Among the tactics used by human traffickers are fraudulent job advertisements designed to entice women to Oman, only to subject them to immoral activities. Other common methods include confiscating workers’ passports without consent or employing individuals on tourist visas in violation of labor regulations.

Brigadier Al-Quraishi also highlighted a notable international operation that led to the arrest of an individual wanted by Italian authorities for allegedly leading a criminal organization engaged in human trafficking and migrant smuggling into Europe. His extradition was successfully completed under international protocols, earning widespread acclaim.

The importance of formal employment contracts was underscored as critical in safeguarding the rights of both workers and employers. Misunderstandings regarding contract terms often contribute to suspected trafficking cases.

Moreover, the Royal Oman Police remains committed to collaborating with various government agencies to support vulnerable groups who, while not legally classified as trafficking victims, are at risk of exploitation. This support includes assistance with legal status rectification and facilitation of their return to their home countries.

Brigadier Al-Quraishi reiterated the significance of public awareness in preventing trafficking. The Royal Oman Police is amplifying its community outreach through media campaigns and educational lectures in universities and institutions, aiming to inform the public about human trafficking indicators and its detrimental impact on society.

He emphasized the crucial role of citizens and residents in maintaining security and stability by promptly reporting any suspicious activities that could lead to exploitation.
