for carbon markets, reinforcing Oman\u2019s commitment to achieving carbon neutrality by 2050 and strengthening its role as a regional leader in green hydrogen and renewable energy.<\/p>\n<p>Developed by the Oman Net Zero Centre, the revised plan offers a realistic emissions trajectory based on current data. It prioritizes emission reductions aligned with the national economy, outlines essential enablers and financing mechanisms, and explores pathways for transitioning to a low-carbon economy.<\/p>\n<p>In a media briefing on May 13, 2026, Eng. Salim bin Nasser Al Aufi, Minister of Energy and Minerals, described the updated plan as a strategic milestone toward establishing a sustainable, low-carbon economy that enhances Oman\u2019s global stature and supports the goals of Oman Vision 2040. He emphasized that the plan promotes economic growth and climate benefits by fostering green industries, increasing Oman\u2019s competitiveness, and incorporating advanced technologies to reduce emissions and boost GDP.<\/p>\n<p>Al Aufi also highlighted the new regulatory framework for carbon markets as a crucial enabler of the plan\u2019s implementation. This comprehensive framework sets clear rules and streamlined procedures to encourage private sector and SME participation, thereby supporting job creation and economic diversification. The framework is designed to convert a targeted 33% emissions reduction by 2035 into investable, verifiable, and tradable carbon credits. It aims to attract international and private investments across seven key sectors and solidify Oman\u2019s reputation as a reliable supplier of high-quality carbon credits in global markets.<\/p>\n<p>Eng. Mohsin bin Sulaiman Al Jabri, Director General of the Oman Net Zero Centre, stressed that the updated plan represents an inclusive and methodical roadmap for national emissions reduction. Its formulation involved over 300 experts from government and private sectors through 14 specialized workshops.<\/p>\n<p>Al Jabri noted that the Cabinet\u2019s approval of the carbon market framework will facilitate technology transfer and financing for emissions reduction projects, enhancing Oman\u2019s presence in regional and global carbon markets. The launch of the National Carbon Register via the Meezan platform offers a sophisticated digital system for tracking and managing carbon credits in compliance with international standards, ensuring transparency and prevention of double counting.<\/p>\n<p>According to the plan, Oman\u2019s greenhouse gas emissions reached approximately 94 million tonnes of CO\u2082 equivalent in 2024, with projections estimating an increase to 127 million tonnes by 2050 if no additional measures are taken. The oil, gas, transportation, and electricity sectors contribute about 70% of total emissions.<\/p>\n<p>The plan employs a mitigation cost curve methodology to categorize technological solutions into three tiers: low-cost options such as renewable energy, energy efficiency, and public transport; medium-cost solutions including carbon capture and hydrogen utilization; and advanced technologies like full grid conversion and hydrogen-powered vehicles. The plan targets a 33% emissions reduction by 2035 relative to 2024 levels, comprising a 7% mandatory reduction and a 26% voluntary target linked to funding, technology acquisition, and capacity building, with the ultimate goal of achieving net-zero emissions by 2050.<\/p>\n<p>The carbon market framework will also establish transparent procedures for registering carbon projects and licensing carbon credits according to international standards.
