budget figures released by the Ministry of Finance. This improvement was driven mainly by stronger oil and gas earnings, which compensated for higher expenditures on subsidies, development projects, and social programs.<\/p>\n<p>Total public revenues reached RO 12.122 billion, surpassing the budgeted estimate of RO 11.18 billion. Meanwhile, public expenditure rose by 7 percent to RO 12.583 billion, above the approved budget of RO 11.8 billion. Consequently, the fiscal deficit narrowed to RO 461 million, down 26 percent from the budgeted deficit of RO 620 million.<\/p>\n<p>Higher hydrocarbon revenues played a key role in this positive outcome. Total oil and gas revenues amounted to RO 8.481 billion, exceeding budget projections by 11 percent. Net oil revenues stood at RO 6.640 billion, 14 percent higher than the budgeted RO 5.830 billion, supported by an average realised crude oil price of approximately $72 per barrel, compared to the budget assumption of $60 per barrel. Average oil and condensate production was around 999,000 barrels per day, slightly below the budgeted 1.001 million barrels per day, reflecting Oman\u2019s adherence to OPEC+ production agreements.<\/p>\n<p>Net gas revenues reached RO 1.841 billion, 4 percent above estimates, due to stronger liquefied natural gas prices, with the average selling price rising to $7.49 from the budget assumption of $5.41.<\/p>\n<p>Non-oil revenues totalled RO 3.641 billion, comprising RO 3.602 billion in current revenues and RO 39 million in capital revenues and recoveries.<\/p>\n<p>On the expenditure side, current spending increased by 2 percent to RO 8.726 billion. Defence and security outlays were RO 3.066 billion, while civilian ministries spent RO 4.780 billion. Public debt servicing costs amounted to RO 880 million. Development expenditures saw the largest rise, climbing 38 percent to RO 1.577 billion, reflecting enhanced allocations to ministries and governorates for accelerated projects under the Tenth Five-Year Development Plan (2021-2025). Infrastructure investments accounted for 43 percent of development spending, followed by social infrastructure at 40 percent, services at 12 percent, and productive sectors at 5 percent.<\/p>\n<p>Other contributions and expenditures grew by 8 percent to RO 2.28 billion. Fuel subsidies surged to RO 124 million, significantly above the budgeted RO 35 million, while electricity subsidies increased by RO 86 million to RO 606 million, reflecting government efforts to stabilise energy prices.<\/p>\n<p>Public debt stood at RO 14.6 billion at the end of 2025, slightly reduced by approximately RO 15 million compared to the previous year.<\/p>\n<p>Zaher bin Marhoon al Abri, Director-General of Treasury and Accounts at the Ministry of Finance, stated that the final budget results aligned closely with approved estimates, demonstrating prudent financial planning and effective public finance management. He emphasized the ministry\u2019s ongoing commitment to enhancing spending efficiency and diversifying revenue sources in line with Oman Vision 2040 and the goal of long-term fiscal sustainability.
