Oman’s New Jobs Framework for Civil Society: What It Means for Investment and Business Opportunities
MUSCAT: The National Employment Programme, known as Tashgheel, is taking steps to establish a national employment governance system specifically for the civil society and charitable sectors. This initiative aims to enhance these sectors’ roles in economic development and job creation across Oman.
A coordination meeting held on Monday brought together representatives from Tashgheel and Dr. Laila bint Ahmed al Najjar, Minister of Social Development, to discuss this initiative. The focus was on creating an integrated institutional and operational framework to boost the contribution of civil society and charitable organizations to employment generation, local value addition, and sustainable economic growth.
During the meeting, officials explored ways to align community and charitable initiatives with national priorities, labor market needs, value chains, and key economic sectors to maximize their developmental and social impact. National Employment Programme specialists outlined strategic pillars aimed at transforming the sector into a more sustainable and efficient model by integrating financing, initiatives, and operations.
The proposed framework intends to direct community resources and projects toward tangible economic and employment outcomes, while supporting local content and encouraging initiatives that can generate both direct and indirect job opportunities.
Participants emphasized the importance of establishing a national committee for employment governance within the civil society and charitable sectors. This committee would be responsible for developing regulatory and institutional frameworks, fostering cooperation between government bodies, the private sector, and community organizations, and creating metrics to assess the economic, social, and employment impacts of various initiatives and programs.
The meeting concluded with agreement to move forward with the implementation phase, focusing on creating the necessary regulatory, legislative, and institutional frameworks to establish a cohesive employment governance system.
Officials highlighted that this approach will empower the civil society and charitable sectors to play a more significant role in supporting Oman’s national economy, increasing employment contributions, and advancing sustainable development goals in alignment with Oman Vision 2040.
The meeting was also attended by Dr. Mahad bin Said Baowain, Minister of Labour, who serves as Supervisor of the National Employment Programme.
