Oman’s RO 5M Community Solar Programme: Key Opportunities for Investors and Businesses
MUSCAT, JUNE 24 – Oman has initiated a RO 5 million community solar energy program designed to enhance access to renewable energy, reduce electricity costs for households, and promote greater private sector involvement in the country’s energy transition.
The Imtidad Community Solar Power Stations Programme, launched by Eng. Salim bin Nasser al Aufi, Minister of Energy and Minerals, aims to facilitate the development of community solar projects with a total generation capacity of approximately 20 megawatts, according to the Authority for Public Services Regulation (APSR).
This initiative is poised to deliver savings of up to 40% on electricity bills for recipients of the National Electricity Support Scheme, while simultaneously increasing the share of renewable energy in Oman’s power sector.
During the launch ceremony, APSR Chairman Eng. Mansoor bin Talib al Hinai emphasized that the program serves as a new model for enhancing public access to renewable energy. “The Imtidad programme transcends conventional electricity generation; it stands as an innovative national model that brings tangible benefits to society by enabling easy access to solar energy,” Al Hinai stated.
He further noted that the program will facilitate the adoption of renewable energy technologies, augment resource efficiency, and convert part of government support expenditures into productive assets that generate long-term value for beneficiaries and the national economy.
The first phase will establish solar stations with a generation capacity exceeding 20 MW, thereby supporting beneficiaries of the national electricity subsidy while providing economic, social, and environmental advantages.
The event also marked the inauguration of Imtidad 1, Oman’s first community solar power station, located in Al Wadi Al Kabir within Muscat Governorate. This facility boasts a generation capacity of 1.46 MW and comprises nearly 2,000 solar panels. Developed with an investment of approximately RO 300,000, it is intended to serve as a pilot for future community solar projects throughout Oman.
Project officials revealed that the initiative was carried out through a competitive tender process involving Omani SMEs and renewable energy firms, reflecting a commitment to enhancing local content and advancing domestic capabilities in the clean energy sector.
Sumaya al Rawahi, CEO of Green Universe Enterprise, remarked that the project showcased the capacity of Omani SMEs to engage in large-scale renewable energy efforts. “We take pride in being one of the SMEs chosen for this project, fulfilling both technical and commercial criteria,” she said. Al Rawahi also noted that the project provided valuable experience for local companies, contributing to the enhancement of national capacities as similar initiatives unfold across Oman.
Nasser al Jabri, COO of Nafath Renewables, highlighted that the initiative opens new avenues for renewable energy developers, investors, and contractors. “For developers, it presents a chance to invest and generate revenue. For companies like Nafath, it provides opportunities to construct and expand the renewable energy infrastructure in Oman,” he stated. Al Jabri added that community solar projects could generate employment for Omani engineers and technicians, supporting the development of local talent in future energy sectors.
The APSR indicated that the program operates on a partnership model that incorporates government agencies, private-sector companies, and local communities, thus encouraging broader participation in Oman’s clean energy transformation.
Dr. Al Hinai noted, “This program also represents a vital opportunity to foster investment in the renewable energy sector, strengthen local content, empower national enterprises, and create high-quality job opportunities for Omani talent.”
The initiative aligns with the objectives of Oman Vision 2040, focusing on sustainability, economic diversification, and energy security. Officials emphasized that community solar projects will allow consumers to benefit from renewable energy without needing to install rooftop solar systems, thus making clean energy more accessible to a larger segment of society.
Implemented in collaboration with Nama Power and Water Procurement, Nama Electricity Distribution, Nama Dhofar Services, and Nama Supply, the initiative anticipates the launch of additional projects across Oman in the coming years.
This rollout is part of Oman’s broader strategy to diversify its energy mix and expand renewable generation capacity, positioning community-based solar projects as an integral aspect of its long-term commitment to sustainable economic growth and energy security.
