MUSCAT, JULY 1
Oman’s Etlaq Spaceport and the French company Latitude have signed a Letter of Intent (LoI) to collaborate on launching Latitude’s first experimental rocket from Oman. This marks a significant milestone in the expanding strategic partnership between the Sultanate of Oman and France in the space sector.
The agreement was finalized during His Majesty Sultan Haitham bin Tarik’s state visit to France, where he met with French President Emmanuel Macron. The signing highlights growing bilateral cooperation in advanced industries, technology, and the space economy.
As per the agreement, Etlaq, Oman’s commercial spaceport operator, and Latitude, a French commercial launch service provider, will develop a framework for the experimental launch of Latitude’s vehicle from Etlaq Spaceport, with the launch targeted for late 2027. Both parties will collaborate on building the necessary ground infrastructure, operational planning, and regulatory preparations for future launches.
HH Azzan Kais al Said, CEO of Etlaq, described the agreement as a pivotal step in establishing Oman as a rising commercial space hub. He stated, “We are proud to welcome Latitude as our latest partner. This collaboration is a significant milestone not only for Etlaq but also for the broader Oman-France partnership, reflecting our shared vision for the opportunities space can unlock. Working with partners like Latitude strengthens our capabilities and international confidence in Oman as a space hub. We look forward to solidifying Etlaq’s role as a key gateway to space, with France playing a vital role in this journey.”
Olivier Zarrouati, Chairman of Latitude’s Strategic Committee, emphasized the strategic importance of the partnership for both countries in developing independent access to space. He remarked, “Space is becoming a defining arena for tomorrow’s strategic balance. This agreement, coinciding with the meeting between President Macron and His Majesty the Sultan, symbolizes the shared ambition of France and Oman to build autonomous space capabilities. Latitude is proud to serve as the industrial vehicle for this goal.”
Etlaq Spaceport’s proximity to the equator offers advantageous conditions for launching satellites into low Earth orbit, sun-synchronous orbit, and mid-inclination trajectories from one site, providing commercial operators with greater mission flexibility.
Officials noted that the partnership represents the first step toward establishing a long-term presence for Latitude in Oman and supports the Sultanate’s goal to build a competitive commercial space ecosystem. The agreement also demonstrates confidence in Oman’s evolving regulatory framework for space activities, designed to facilitate international launch operations and attract global space enterprises.
This collaboration aligns with Oman Vision 2040 by fostering high-value technology industries, encouraging international partnerships, and enhancing Oman’s stature as an emerging regional hub for commercial space activities.

The Etlaq-Latitude partnership marks a strategic leap for Oman’s commercial space ambitions, positioning the Sultanate as a key regional space hub with favorable launch conditions near the equator. For businesses, this opens opportunities in high-tech, aerospace, and associated infrastructure sectors, while smart investors should monitor regulatory developments and potential partnerships fueled by Oman Vision 2040’s push for advanced industries. However, the competitive global space market also demands continual innovation and strategic alliances to sustain growth and relevance.
