Greater Salalah Framework 2040: Transforming Business Opportunities for Investors and Entrepreneurs in Oman
SALALAH: A comprehensive long-term vision for the development of Greater Salalah has been unveiled, encompassing economic growth, housing, transport, infrastructure, environmental conservation, and cultural heritage under a unified spatial strategy extending to 2040.
The proposal was presented during a workshop focused on the final general framework of the Greater Salalah Structure Plan. It aims to transcend traditional sector-by-sector planning by ensuring that land use, investment, public services, and infrastructure work in harmony. According to the presenter, “We are not dealing with separate projects, but with an integrated system in which every project supports another and every investment creates added value around it.”
The framework envisions a diversified economy, a dynamic urban environment, an efficient transport network, enhanced environmental sustainability, resilient infrastructure, and the preservation of Salalah’s cultural identity. It also seeks to strengthen connections among Greater Salalah’s primary economic hubs, including the Port of Salalah, Salalah Free Zone, and Salalah Airport, while improving accessibility between residential areas, employment centres, and public services.
Key concepts introduced include promoting more compact urban development, safeguarding agricultural and environmentally sensitive areas, enhancing public transport, fostering year-round tourism, and integrating economic, social, and environmental planning more closely.
The framework is built around six main objectives: fostering a more productive economy, creating more liveable neighbourhoods, enhancing connectivity, protecting the environment, preserving Salalah’s identity, and increasing resilience to future challenges. It advocates for careful management of urban expansion, prioritizing the use of vacant and underutilized land within current urban boundaries before outward growth.
Officials emphasized that finalizing the framework marks the start of its implementation rather than the conclusion of the planning process. “The real measure of success will not be what is written in reports, but what we succeed together in achieving on the ground through continued partnership between different entities,” the presenter stated. The framework aims to serve as a strategic guide for future planning, investment, and infrastructure decisions, reinforcing Salalah’s status as a leading economic, tourism, and urban centre in the Sultanate of Oman.

For businesses and investors, this means strategic advantages in sectors linked to transport, tourism, and logistics, especially through enhanced connectivity with Salalah’s port, free zone, and airport. Smart entrepreneurs should now focus on innovative projects that leverage compact urban development and environmentally sensitive investments, positioning themselves as key partners in Oman’s evolving economic landscape.
