Qatari Labour Ministry Delegation Reviews Oman’s Trade Union System: Key Insights for Investors and Business Owners

MUSCAT: Nabhan Ahmed al Battashi, Chairman of the Board of Directors of the General Federation of Oman Workers (GFOW), along with federation experts, welcomed a delegation from Qatar’s Ministry of Labour.

The visiting delegation was led by Hamad Faraj Dalmuq, Assistant Under-Secretary for Expatriate Labour Affairs, and Khamis Mohammed al Nuaimi, Assistant Under-Secretary for National Workforce Affairs in the Private Sector.

The purpose of the visit was to review Oman’s trade union framework and national labour regulations, as well as to examine the GFOW’s key responsibilities. These include organising trade union representation for workers, offering legal support and advocacy for labour-related claims, clarifying relevant procedures, and exploring the GFOW’s domestic and international partnerships aimed at enhancing workers’ conditions.

During the visit, two detailed presentations were delivered. The first presentation provided an overview of Oman’s trade union structure, covering the GFOW, sectoral unions, and individual trade unions. It highlighted the training programmes and awareness campaigns planned for 2024, distribution of unions across governorates and economic sectors, and the role of women within trade union bodies. Additionally, it outlined the GFOW’s complaint-handling systems, recent amendments to Oman’s Labour Law and Social Protection Law, and the federation’s contributions through memberships in various local and international councils. The discussion also included recent cooperation agreements designed to improve the socio-economic conditions of workers.

The second presentation focused on critical aspects such as the right to unionise in Oman and the legal framework regulating trade union activities. This encompassed laws enacted by Royal Decree, ministerial decisions, and statutes governing the GFOW and its sectoral and trade unions. The presentation also addressed the mandates of various trade union structures and emphasized workers’ legal right to peaceful strikes as stipulated under Oman’s Labour Law along with its regulatory requirements.

This visit underscores ongoing efforts to strengthen labour relations and promote workers’ rights within the region.
