OQEP Commissions Bisat-C Expansion in Block 60: What This Means for Investment Opportunities in Oman’s Energy Sector

OQ Exploration and Production (OQEP) has successfully commissioned the Bisat-C Expansion Facilities within its flagship Block 60 license, increasing the total oil processing capacity to 67,000 barrels per day.

This expansion represents a strategic enhancement to OQEP’s upstream portfolio, significantly boosting oil processing capabilities and aligning with the company’s vision for sustainable energy development. The project timeline—from contract award on January 10, 2024, to groundbreaking in March 2024—culminated in the delivery of first crude oil in under 18 months. This rapid completion highlights exceptional coordination, meticulous planning, and technical expertise throughout the project lifecycle.

The upgraded Bisat-C facility is engineered to manage an additional gross fluids capacity of 447,000 barrels per day, including an oil train processing capacity of 37,000 barrels per day and produced water treatment capacity of 410,000 barrels per day. Collectively, this brings Bisat-C’s total oil processing capacity to 67,000 barrels per day, marking a significant milestone in OQEP’s production growth.

Health, Safety, and Environment (HSE) principles were foundational to the project’s success. At peak operations, the workforce numbered 1,200 between February and June 2025, achieving 3 million safe man-hours with zero Lost Time Injuries (LTI). Additionally, the project recorded 2 million kilometres driven without any Road Traffic Accidents (RTA), underscoring OQEP’s commitment to maintaining the highest HSE standards.

The project also made a meaningful contribution to In-Country Value (ICV), with local expenditures totaling RO 24.6 million directed toward small and medium enterprises, Made in Oman products, and local suppliers. Furthermore, 23 Omani fresh graduates were recruited and trained, reinforcing OQEP’s dedication to developing national talent.

Construction efforts included the installation of 486 piles, each 12 meters deep, to support the facility’s tanks. The largest tank, dedicated to produced water, has a capacity of 27,784 cubic meters (approximately 174,700 barrels) and measures 48.7 meters in diameter and 14.8 meters in height. Key processing units feature a Gas Flotation Tank (GFT) standing 15 meters tall and wide, a Gross Inlet Separator measuring 27.5 meters long, 4.6 meters in diameter, and weighing 145 metric tons, as well as a Heater Treater and Desalter package capable of processing 40,400 barrels daily. The facility also includes a containerized substation building. To enhance reservoir management, water injection pumps provide a flow rate of 1,130 cubic meters per hour at 90 Barg pressure, powered by a 4 MW system that injects water back into the subsurface.

This expansion affirms OQEP’s advancing production capabilities and steadfast commitment to operational excellence, safety, and local community development.
