Mark Searle, Director of Safety at the International Air Transport Association (IATA), emphasized the importance of timely accident reports in preventing future tragedies and maintaining public trust in aviation safety.
Speaking on the release of the preliminary investigation report on the tragic crash of Air India Flight 171, Searle noted that many have been awaiting answers, particularly the families of the victims. "This report is a significant milestone in the investigation process, and further updates will be closely monitored," he stated.
Recent updates in the investigations into the Jeju Air accident in South Korea last December and the midair collision near Washington in January showcase the value of prompt reporting. Preliminary reports from investigation boards in India, the U.S., and South Korea have all met their initial deadlines, with the Air India report providing more information than typically expected at this stage, according to Searle. He noted, "While it is feasible to indicate what is known 30 days post-incident, producing a definitive report within a year can be challenging. If extraordinary circumstances cause delays, investigators are required to publish updates on each anniversary of the event until the investigation concludes."
Searle pointed out that timely reporting is not merely a suggestion but a necessity in aviation safety. Drawing on historical examples, he cited the Air France 447 crash in the South Atlantic in 2009, which took nearly two years to locate before its investigation concluded in 2012, with three preliminary reports issued in the interim. The thoroughness of the investigation ultimately led to vital changes in aircraft design and pilot training protocols.
Alarmingly, between 2018 and 2023, 43% of aviation accidents reported have not resulted in published final reports, which collectively claimed 242 lives. Searle urged that this situation is unacceptable, noting that various countries often cite a lack of capacity or resources as reasons for non-compliance with reporting standards, while political factors may also play an unspoken role.
