New Oman Perforation Technology Centre: Key Benefits for Investors and Entrepreneurs in the Oil Sector
MUSCAT, SEPTEMBER 9 – Petroleum Development Oman (PDO) and SLB have formalized an agreement to establish the Oman Perforation Technology Centre, the first facility in the Middle East and North Africa dedicated to manufacturing perforating charges for oil and gas operations. This initiative represents a significant advancement in localizing advanced industries, enhancing supply chains, and contributing to long-term economic growth in line with Oman Vision 2040 and PDO’s In-Country Value (ICV) program.
The new center will feature cutting-edge technologies, including robotic arms and precision conveyor systems, aimed at transforming the delivery of perforating services in the region. By localizing critical manufacturing processes, the facility is expected to lessen dependency on imported materials, decrease carbon emissions linked to international logistics, and bolster the resilience of PDO’s supply chain.
Dr. Aflah al Hadhrami, Managing Director of PDO, remarked, “This project marks a significant step in PDO’s mission to create sustainable value for Oman and its citizens. The Oman Perforation Technology Centre will not only foster essential local capabilities but also fortify our operations and create new avenues for innovation in collaboration with Omani universities and international experts. It exemplifies our strong commitment to maximizing ICV and ensuring our investments provide concrete opportunities for local enterprises and Omani talent.”
Hilal al Busaidy, Managing Director of SLB in Oman and Pakistan, expressed pride in the ongoing partnership with PDO, stating, “The Oman Perforation Technology Centre aims to uphold world-class manufacturing standards while supporting Oman’s drive to diversify its economy and lead in industrial innovation. By merging SLB’s global expertise with PDO’s leadership and Oman’s skilled workforce, we are establishing a foundation that will benefit the Sultanate for years to come.”
This new facility is a testament to PDO’s dedication to generating tangible socioeconomic advantages through its ICV strategy. In 2024, PDO invested over $2.5 billion into Omani businesses, accounting for more than 40% of its total procurement expenditures. By continuing to emphasize local manufacturing, skills development, and knowledge transfer, PDO is actively contributing to Oman’s vision for a diversified and resilient economy.
