Omran and TUI Group Partnership: What This Agreement Means for the Future of Tourism Investment in Oman

مسقط: The Oman Tourism Development Company (Omran Group), the governmental agency responsible for tourism development in Oman, has entered into a strategic alliance with TUI Group, one of the world’s leading tourism and travel companies. This partnership aims to enhance Oman’s status as a year-round global tourism destination.

The signed term sheet outlines the key terms and conditions for cooperation between Omran Group and TUI Group, paving the way for a comprehensive partnership agreement to be established following in-depth negotiations and due diligence.

As part of this agreement, both parties plan to develop an initial package of five hotels and resorts in the Dhofar Governorate, set to welcome international guests starting in 2028. These facilities will operate under TUI’s well-known brands—including Robinson, TUI Blue, RIU, Jaz, and The Mora—aiming to provide diverse hospitality experiences that will contribute to Dhofar’s tourism sector and reinforce its competitiveness as a year-round destination.

This initiative highlights the significant role of tourism within the Oman Vision 2040 framework, aligning with Omran Group’s mission to boost tourism growth, attract foreign direct investment, and empower local communities, thereby ensuring a lasting socio-economic impact.

Salim bin Mohammed al Mahrouqi, Minister of Heritage and Tourism, expressed that this term sheet marks a crucial milestone in solidifying Oman’s presence on the global tourism map. He emphasized the commitment to developing world-class tourism experiences that not only increase visitor numbers but also create high-quality job opportunities and attract substantial investments, aligning with the Ministry’s comprehensive development plan for tourism across all governorates.

Azzan bin Qasim al Busaidy, Under-Secretary of the Ministry of Heritage and Tourism for Tourism and Chairman of Omran Group, stated, “This milestone underscores our dedication to crafting remarkable tourism destinations that enhance Oman’s global profile. By blending international expertise with our local vision, we are taking significant steps toward realizing the country’s potential as a year-round destination, promoting sustainable economic growth, and creating meaningful opportunities for our population and businesses in line with Oman Vision 2040.”

Sebastian Ebel, CEO of TUI Group, noted that the signing of the term sheet is a pivotal step in positioning Oman as an attractive tourist destination. He mentioned TUI’s experience in developing integrated destinations worldwide, expressing excitement about the collaboration to create a unique and sustainable tourism experience in Oman.

Peter Krueger, Chief Strategy Officer and CEO of Holiday Experiences at TUI Group, added that there is a growing demand from international tourists for Oman, and this alliance will facilitate new tourism opportunities. TUI’s diverse hotel brands are anticipated to draw their dedicated clientele to Oman, representing a significant growth opportunity.

The term sheet lays the groundwork for a joint venture where Omran Group and TUI Group will each hold 45% equity, with the remaining 10% to be held by a private investor. It also indicates Omran Group’s intention to become a strategic shareholder in TUI Group, accumulating a 1.4% equity stake, pending final agreements and regulatory approvals.

Both entities have reiterated their commitment to sustainability, pledging to develop the planned projects according to the highest international standards and in accordance with Omran Group’s sustainability compass, which prioritizes economic, social, cultural, and environmental considerations.

The initiatives are expected to create both direct and indirect employment opportunities, stimulate the involvement of small and medium enterprises, and further elevate the appeal of Oman—especially the Dhofar Governorate—as a competitive, year-round tourism destination.
