Salalah Forum Unveils Four-Pillar Plan: Enhancing Job Opportunities and Skills Development for Business Growth in Oman
SALALAH, AUGUST 12 — The Government Transformation and Sustainable Leadership Conference, organized by the Ministry of Labour as part of the Labour Forum 2025, concluded on Tuesday at the Millennium Resort Salalah. The event introduced a four-pillar roadmap aimed at enhancing labour-market governance, fostering national skills and entrepreneurship, accelerating digital public services, and promoting transparency through an interactive platform.
The conference emphasized the importance of strengthened labour-market governance through broader collaborations with employers, sectoral committees, and academic institutions. It underscored the need for a legislative review to support flexible and inclusive employment policies capable of adapting to changing conditions. Additionally, it called for empowering employment governance committees with clearer mandates and enhanced capacities to effectively identify challenges and propose solutions.
Participants highlighted the importance of competencies and entrepreneurship, recommending specialized training for graduates and Omani talent with a focus on green and digital transformation. They also called for improvements in the start-up ecosystem, simplified procedures and financing for self-employment, and the creation of platforms to showcase youth success stories connected to labour-market strategies.
In terms of digital transformation, the roadmap prioritizes investments in digital infrastructure, the expanded use of electronic authentication and e-signatures, and the upskilling of leaders and staff in digital competencies by incorporating these skills into human resources development. Moreover, the forum recommended extending insurance coverage to include optional categories for the informal sector, thereby protecting individuals against occupational injuries and illnesses.
To ensure lasting impact, all outcomes—including presentations, documents, and recommendations—will be made accessible via an interactive electronic platform designed to facilitate knowledge sharing and practical application.
Participants stressed that successful implementation relies on continued public-private partnerships, innovation, and investment in national capabilities, all aligned with the objectives of Oman Vision 2040, which seeks to create a diversified and sustainable economy.
