TRA Launches Consultation on Postal Tariff Framework: Essential Insights for Investors and Businesses in Oman

مسقط: The Telecommunications Regulatory Authority (TRA) has initiated a public consultation regarding a proposed regulatory framework for postal service tariffs in Oman. This move is part of the authority’s efforts to promote competition, protect consumer rights, and improve service quality within the sector.

The TRA aims to align tariff approval processes with global best practices, fostering a fair competitive environment that supports the sustainability of licensed companies while providing consumers with transparent options. The consultation document outlines three key areas of focus: standards for setting tariffs for licensed postal companies, services subject to tariff approval, and the implications of digital transformation on service delivery and pricing.

The proposed framework will encompass all providers of express and related postal services, excluding incoming international express services paid abroad and specific commercial transport contracts. The TRA will maintain the authority to set or modify tariff ceilings and floors, establish special tariffs for vulnerable groups such as low-income individuals and people with disabilities, and reassess tariffs upon its own initiative or at the request of stakeholders.

Minimum tariff guidelines are established for local parcel services, with rates set at RO 2 for door-to-door delivery, RO 1 for office-to-office delivery, and RO 1.5 for office-to-door and door-to-office services across all governorates. Additionally, food delivery and fast courier services operating through licensed digital applications must provide tariff data and service conditions to the TRA at least 30 days prior to launching their services. Promotional offers will be limited to RO 7 per month.

Stakeholders, including licensed operators, businesses, and consumers, have until Thursday, September 15, 2025, to share their feedback.
