The creation of IFC Oman, formalized by Royal Decree No. 8/2026, aligns with the Sultanate’s strategic vision to diversify its economy, enhance its global standing in financial services, attract capital, and encourage innovation. According to the Law of the International Financial Centre of Oman, issued by Royal Decree No. 8/2026, the Centre will enjoy administrative, financial, and legislative independence. It will establish a regulatory, legal, and judicial framework that complies with international standards and is based on English Common Law.
Governance of the Centre will be managed by the IFC Oman Board, appointed by His Majesty the Sultan, charged with overseeing the Centre’s mission. Additionally, three independent bodies will operate under the legal provisions: the International Financial Centre of Oman Authority, the International Financial Centre of Oman Regulator, and the International Financial Centre of Oman Dispute Resolution Authority. Each entity will function autonomously within its respective mandate.
Tax Incentives
Headquartered in Madinat Al Irfan, with possible future expansion, IFC Oman aims to attract investments in financial activities and related sectors by offering a package of incentives, including tax exemptions for up to 50 years.
Focus areas include the development of legislative and regulatory frameworks, stakeholder engagement, targeting companies and legal experts, and establishing operational structures to enable the Centre to commence full-scale activities within the current year.
Abdul Salam bin Mohammed al Murshidi, Chairman of the Oman Investment Authority and member of the Supervisory Committee overseeing IFC Oman’s establishment, stated, “The establishment of the Centre is the result of sustained efforts to achieve financial stability and economic diversification. It demonstrates His Majesty Sultan Haitham bin Tariq al Said’s strong commitment to creating an attractive investment environment that enhances Oman’s position as a leading financial hub known for stability, integrity, and efficiency.”
Mahmoud bin Abdullah al Awaini, Chairman of the Executive Committee for IFC Oman’s establishment, added, “Building on the financial sector’s significant progress and the improvement in Oman’s credit rating, the creation of the International Financial Centre of Oman supports ongoing financial sector development and contributes to fulfilling Oman Vision 2040 goals through economic diversification, investment attraction, and strengthening global partnerships.”
