Pact to Boost Advanced Air Mobility in Oman: Key Opportunities for Investors and Entrepreneurs
MUSCAT – The Civil Aviation Authority (CAA) and the Ministry of Transport, Communications and Information Technology have formalized a partnership with Odys Aviation, a global innovator in hybrid-electric vertical take-off and landing (VTOL) aircraft, by signing a Memorandum of Understanding.
This collaboration will play a key role in advancing the Omani Proof-of-Concept Programme for Advanced Air Mobility (AAM), recognized as one of the most comprehensive initiatives worldwide. As part of the agreement, Odys Aviation’s flagship Laila aircraft—engineered for vertical take-off and landing, extended range, substantial payload capacity, and sophisticated autonomous piloting—will be central to the programme, with trial operations slated to commence in early 2026.
The programme brings together Odys Aviation, Omani regulators, leading global aviation experts, and strategic partners to conduct real-world testing of hybrid-electric VTOL aircraft. It leverages Oman’s progressive regulatory framework by incorporating JAURUS/SORA standards for vertical mobility, alongside testing protocols inspired by the International Civil Aviation Organization (ICAO). A notable feature of this initiative is its innovative operational risk assessment model, which employs multiple layers of assurance.
Eng Nayef bin Ali al Abri, Chairman of the Civil Aviation Authority, emphasized the significance of this partnership, stating: “This initiative marks a pivotal strategic advancement for Oman’s civil aviation sector. Through this groundbreaking programme, the Sultanate is not only preparing its infrastructure and economy for the future of air mobility but also helping to establish international standards that will influence the future of advanced aviation on regional and global scales.”
Vincent Frascogna, Vice President of Business Development at Odys Aviation, added: “By integrating regulators, operators, and technology providers within one cohesive framework, the Oman Programme is setting a new global benchmark for transitioning advanced air mobility from concept to commercial reality. Oman is fostering rapid innovation and defining the standards for scaling advanced aviation worldwide.”
The programme aims to validate comprehensive AAM operations across critical applications such as oil and gas inspections, emergency response, medical logistics, national defence, cargo transport, and just-in-time supply chain support. It will measure success through key performance indicators including effective vertical take-offs and landings, commercial payload deliveries, seamless integration with helicopter operations, and development of vertiport infrastructure.
