Free Zones (OPAZ) has signed an investment usufruct agreement with the Korean electric vehicle technology company EL B&amp;T to establish an electric vehicle (EV) and battery cell manufacturing facility in the Duqm Special Economic Zone.<\/p>\n<p>The agreement was signed on Sunday by Qais bin Mohammed Al Yousef, Chairman of OPAZ, and Dr. Young Ill Kim, Founder and Chairman of the Board of Directors of EL B&amp;T.<\/p>\n<p>The project is valued at approximately RO96.2 million (around $250 million) and will be developed in two phases. Upon completion, it will have an annual production capacity of up to 60,000 vehicles and 1.6 million battery cells.<\/p>\n<p>Engineer Ahmed bin Ali Akak, CEO of Duqm Special Economic Zone Authority (SEZAD), stated that the initiative aligns with the government\u2019s efforts to localize industries in Oman and attract substantial investments in the automotive sector. He noted that this project is the second automotive industry investment in the zone, following the Karwa Motors factory, which has been operational for several years. <\/p>\n<p>Engineer Akak also highlighted the successful growth of green industries within the zone, citing several agreements related to wind turbine manufacturing.<\/p>\n<p>The first phase of the project will occupy 467,000 square meters, with plans to reserve an additional 429,000 square meters for the second phase. This initiative will develop an integrated industrial ecosystem for the EV sector in Duqm by enhancing value chains related to battery production and other components, laying the groundwork to attract complementary industries in the future.<\/p>\n<p>Dr. Young Kim expressed confidence that commercial operations will commence by March 2028. He emphasized EL B&amp;T\u2019s commitment to sustainability, outlining plans to establish a green energy plant at the Duqm facility to power production processes. Additionally, the company is collaborating with a local Omani entity to develop an outboard electric motor for speedboats and fishing boats, aiming to reduce carbon emissions in Omani waters.<\/p>\n<p>EL B&amp;T is also exploring a joint venture to advance the development of fishing boats, targeting export markets in Indonesia, India, Korea, and beyond.<\/p>\n<p>Engineer Ahmed Al-Rajhi, Acting Head of the Green Industries Department at SEZAD, affirmed that Duqm\u2019s selection for the project underscores the zone\u2019s strategic advantages, including advanced infrastructure, prime location, flexible regulations, and a comprehensive investment incentive system that supports sustainable business growth. He said the project exemplifies growing confidence in Duqm as an attractive regional and international investment hub, aligning with Oman\u2019s goals for a sustainable economy driven by innovation and clean technology to achieve net-zero carbon emissions.<\/p>\n<p>Headquartered in Seoul, South Korea, EL B&amp;T develops, manufactures, and sells a range of electric vehicles and components, including smart cars, bicycles, tricycles, buses, trucks, powertrains, and spare parts. The company has existing projects and partnerships in India, Turkiye, and other regional markets. The initial phase of the Duqm project will primarily cater to Omani domestic demand, with plans to expand gradually into the GCC, Middle East, and North African markets.<\/p>\n<p><strong>This
