New Midday Break Regulations: Essential Compliance Steps for Businesses in Oman

Ministry of Labour Imposes Work Restrictions to Protect Workers During Heat

Muscat: The Ministry of Labour has announced a ban on employing workers at construction sites or in outdoor areas exposed to high temperatures from 12:30 PM to 3:30 PM throughout June, July, and August. This initiative aims to promote a safe working environment and minimize heat-related injuries.

According to Article 16 of Ministry of Labour Decision 286/2008, outdoor workers are prohibited from laboring in extreme heat for three months, with work hours typically divided into two shifts. The ministry has directed all construction sites and open workplaces to halt operations during these midday hours to safeguard employees.

A campaign is currently being conducted across all governorates to educate workers and employers about the risks of heat stress in the summer and the importance of preventive measures to ensure health and safety, particularly in sun-exposed work environments.

Key provisions for workers include access to air-conditioned rest areas, rescheduling of strenuous tasks to cooler periods, and a rotational work system that allows employees to work for 45 minutes followed by a 15-minute break. Additionally, the ministry is promoting caution against refueling during the hottest part of the day unless absolutely necessary.

Violations of these regulations may result in fines of up to RO500, a maximum imprisonment of one month, or both penalties. Reports of non-compliance can be submitted via phone or through the ministry’s website, where a specialized team will investigate and take appropriate action.
