New Work Permit Regulations for Engineers: How Certification Changes the Game for Businesses in Oman

Muscat: The Ministry of Labour has announced that, starting August 1, 2025, it will no longer renew work permits for engineers in Oman without a valid professional classification certificate. This policy will affect all currently employed engineers, as well as those seeking new positions within the Sultanate.

According to the ministry, the renewal or issuance of work permits for the "engineer" designation will now depend on the submission of a professional accreditation certificate from the Oman Society of Engineers (OSE). This certificate must be officially sanctioned by the Sector Skills Unit (SSU) for engineering professions and submitted through the designated electronic system.

The Ministry of Labour has urged engineers to begin the certification process without delay, emphasizing that no exceptions will be granted after the deadline. This regulation aims to enhance professional competence, improve the quality of engineering practices, and support the development goals of the national workforce.

The Ministry of Labour’s decision to enforce mandatory professional classification for engineers starting August 2025 signals a shift towards enhancing professional standards in Oman’s labor market. Businesses must prepare for potential disruptions in workforce availability, as engineers will need to obtain certification to retain their positions, creating both a demand for accredited professionals and a risk of short-term talent shortages. Investors and entrepreneurs should focus on developing relationships with educational institutions and training programs that can facilitate this transition, positioning themselves advantageously in a more regulated job market.
