Oman Partners with French Firm for Smart Meter Manufacturing: Implications for Business Growth and Investment Opportunities

Oman’s Platform for Smart Manufacturing, known as Ectron and a subsidiary of the National Energy Centre (NEC), has established a strategic partnership with France’s Sagemcom to localise the production of smart metering technologies, thereby enhancing the Sultanate’s advanced manufacturing landscape.
The agreement was formalised by Salah Abdullah al Zakwani, CEO of NEC, and Ahmed Selmani, President of Sagemcom.
This collaboration is aimed at transferring crucial expertise in smart metering and Internet of Things (IoT) technologies to Oman. It supports the development of local manufacturing capabilities while decreasing dependence on imported equipment.
As part of the agreement, Ectron and Sagemcom will jointly produce smart electricity and water meters. This initiative will merge Ectron’s manufacturing capabilities with Sagemcom’s deep expertise in smart grid technologies, data management systems, and remote monitoring solutions.
Ectron, located in Rusayl Industrial City, is Oman’s first dedicated smart meter manufacturing facility. The project has seen an investment of approximately $10 million and is projected to generate around $350 million in business over the next eight years.
This facility is being developed through a collaboration involving the National Energy Centre, the Social Protection Fund, Shumookh Investment & Services SAOC, and Modim.
Sagemcom, based in Paris, operates in over 50 countries and boasts more than 25 years of experience in smart metering technologies for electricity, water, and gas.
Officials anticipate that the partnership will create employment opportunities for Omani citizens in sectors such as engineering, electronics, and smart manufacturing. It is also expected to enhance local supply chains and boost in-country value.
The project aspires to position Oman as a regional manufacturing and export hub for smart metering solutions, targeting markets in the GCC, Middle East, and Africa under the “Made in Oman” brand.
This initiative aligns with Oman Vision 2040 by promoting industrial localisation, digital transformation, sustainable energy, and knowledge-based industries, reinforcing the Sultanate’s ambitions of becoming a regional centre for advanced manufacturing technologies.
