‘Jisr’ Programme to Develop National Talent in Financial Sector: What It Means for Oman’s Business Growth and Investment Opportunities

MUSCAT: The College of Banking and Financial Studies in Muscat officially launched ‘Jisr’, a bridging programme aimed at developing national talent within the financial sector, on Wednesday, October 1, 2025. This initiative is designed to equip Omani professionals with the skills needed to lead institutional development and drive sustainable growth in the financial sector.

‘Jisr’ aligns higher education outcomes with labour market demands, enhancing the capabilities of Omani graduates by providing practical skills and specialised knowledge. This approach supports their smooth integration into the financial sector, in accordance with the objectives of Oman Vision 2040.

The launch event was held under the patronage of Khalid bin Salim al Ghammari, Under-Secretary of the Ministry of Labour for Labour, and attended by key officials from the financial and banking fields.

Mahmood bin Abdullah al Owainy, Secretary General of the Ministry of Finance and General Supervisor of the National Programme for Financial Sustainability and Financial Sector Development “Estidamah,” highlighted that the programme offers an extensive training and qualification framework to enhance professional skills. It aims to empower a new generation of national talents to lead institutional advancements in the financial sector.

Al Owainy stressed the programme’s role as a vital step in preparing national talent to meet future sector demands. He underscored the importance of collaboration among government bodies, educational institutions, and the private sector to promote employment and capacity building, thereby contributing to Oman’s economic growth.

Dr Zahran bin Salim al Salti, Dean of the College of Banking and Financial Studies, noted that the partnership between the College and “Estidamah” would strengthen the programme’s delivery by merging academic education, applied qualifications, and practical training within financial institutions. The programme also focuses on developing both professional and behavioural skills to ensure participants contribute effectively in their workplaces.

The ‘Jisr’ programme is part of the broader initiatives of the National Programme for Financial Sustainability and Sector Development “Estidamah,” in collaboration with the Ministry of Labour, the Capital Market Authority, and banking and insurance sector institutions.

Targeted at graduates and job seekers in financial disciplines, the programme admits cohorts of 40 trainees and spans 24 weeks, employing a hands-on training methodology within financial institutions.

Participants will gain advanced knowledge in areas including sustainable lending, climate risk management, green financial product design, sustainable underwriting, and innovation in insurance products. The curriculum also features specialised modules on microfinance and parametric insurance to enhance skills related to climate change challenges.

Divided into two primary tracks—banking and insurance—the programme offers specialised, practical experience focused on sustainability. It prepares participants for immediate employment, with partner institutions committing to recruit a significant portion of graduates as part of their strategic plans.

The ‘Jisr’ programme will be followed by additional specialised training courses aimed at further supporting the financial sector. — ONA
