Oman's Mobile Digital ID Is Legally Valid: What You Can Use It For

The Royal Oman Police confirmed in September 2025 that the digital ID on your phone has legal standing and can be shown to authorities if you do not have the physical card.

The Royal Oman Police (ROP) says the digital ID on your phone is legally valid and can be shown to officials, including police, when you do not carry the physical card. The statement was reported on 13 September 2025. We last checked on 6 November 2026 and found no later notice withdrawing or changing it.

What the ROP and the reports say

An ROP spokesperson said the digital ID can be presented lawfully to the competent authorities if the physical cards are not in your possession. A project manager for the ROP's digital identity work was quoted as saying the electronic documents carry the same legal weight as paper or plastic ones. Gulf News reported that certified electronic versions of the national ID card and the driving licence have the same validity as the hard copies, and that this applies to citizens and residents.

The Government of Oman portal describes the service as a way to prove identity in electronic dealings with government and private bodies, using facial recognition and QR code scanning. Your data is shared only after you approve a request on your phone, and the service works without an internet connection. After activation it gives electronic access to the ID card, driving licence and certificate of non-conviction, and lets you check traffic violations with attached photos.

What the app also does

The Observer's September 2025 report listed services announced for 2025 in the ROP app, including:

  • reporting human trafficking and submitting technical fault reports
  • using your digital identity on electronic travel platforms
  • confirming identity for financial transactions
  • getting a proof-of-licence certificate and printing a new licence at self-service machines
  • updating phone numbers, email and electricity meter number
  • viewing birth certificates, passports, investor cards and family details, with employers able to see worker data
  • booking a video call or visit with prison inmates

It also said the app can work as a bank card and can replace a lost card at Bank Muscat machines. These are announced features, and we have not tested which are live today.

Limits and open questions

  • Activation steps. None of the pages we read gives step-by-step activation instructions. Use the official ROP app and its instructions.
  • Private businesses. The ROP statement is about showing the ID to authorities. It does not say that a bank, hotel or employer must accept a phone version in place of the physical card.
  • Travel. Do not assume a digital ID replaces your passport or residence card at borders or airlines. We found nothing saying it does.

Practical advice

Activate the digital ID before you need it and keep your phone charged, but also keep your physical card and licence for situations where a private company or a foreign authority asks for the original. For help with residence documents, see residency services and the blog.
