Logistics and Food Delivery Jobs in Oman: The Professional Practice Licence

Six logistics and food delivery jobs in Oman need a professional practice licence for a work permit to be issued or renewed. The roles, how to apply and what is unclear.

Since 1 September 2025, the Ministry of Labour has issued or renewed work permits for six logistics and food delivery jobs only when the worker holds a Professional Practice Licence. The Ministry announced it on 22 July 2025 and applies it to Omanis and expatriates alike. Officials said no extension would be given, and we found none up to 6 November 2026, though we could not check the Ministry's own site.

The six roles

  1. Refrigerated truck driver (tractor-trailer)
  2. Water tanker driver (tractor-trailer)
  3. Tractor head driver (trailer)
  4. Waste transport truck driver
  5. Food delivery representative
  6. Food delivery supervisor

Gulf News and DLA Piper report that the rule covers all companies, local or foreign, without exception, which matters for delivery platforms and their contractors.

How to apply

Licence applications are filed electronically on the platform of the Sectoral Skills Unit for the Logistics Sector. The Oman Observer gives the address as lssu.ola.om. We opened it and it loads a sign-in page where you create an account. The Times of Oman printed a slightly different address, issu.ola.om, which did not resolve, so use the first. The Observer also says licences must come through Ministry-approved training institutes and assessment centres, and that a licence not officially approved is invalid. The qualification criteria for each role were not published in the sources we read.

Start early. In September 2025 the Ministry urged applicants to begin one to two months before a residence card or contract expires.

What it costs

DLA Piper says fees start at OMR 20 for Omani nationals, with higher fees for expatriates. Gulf News also says OMR 20 is the starting fee, but for job seekers, with lower rates for nationals. No fee table, validity period or renewal cycle appeared in any source. Treat the figure as an indication and confirm before paying.

Penalties

The Ministry's announcement, as reported by the Oman Observer and Times of Oman, says only that breaches carry legal and administrative consequences. Gulf News and DLA Piper go further, reporting fines of OMR 1,000 to 2,000, short prison terms, possible deportation of unlicensed workers and licence suspension of up to two years for firms. The official wording is less specific, so read those details as press reports.

Not the same as the other schemes

Accounting and engineering have separate certificates from different bodies, covered in our posts on accounting roles and engineers. Oil, gas and mining jobs fall under an Energy and Minerals unit, and a January 2026 system covers listed industrial roles. Check which one matches your job title.

Which jobs need the logistics licence?

Six: refrigerated truck driver (tractor-trailer), water tanker driver (tractor-trailer), tractor head driver (trailer), waste transport truck driver, food delivery representative and food delivery supervisor.

Does it apply to Omanis as well as expatriates?

Yes. The Ministry of Labour said Omanis and expatriates in the listed roles both need it.

Through the electronic platform of the Sectoral Skills Unit for the Logistics Sector. The Oman Observer gives lssu.ola.om, which we confirmed loads a sign-in page. A different address in the Times of Oman did not work.

What does it cost?

Gulf News and DLA Piper say fees start at OMR 20, but they describe who pays that differently, and no fee table was published in the sources we read.

Is the rule still in force?

We found no extension or repeal as of 6 November 2026. Officials said at launch that there would be no extensions.
