Accounting and Auditing Jobs in Oman: Which Roles Need a Certificate

Since 1 September 2025, a professional classification certificate is required to get or renew a work permit in 19 accounting, finance and audit job titles. Here is the list.

Since 1 September 2025, anyone working in a listed accounting, finance or audit job in Oman needs a Professional Classification Certificate before the Ministry of Labour will issue or renew their work permit. The Ministry announced it on 15 July 2025 and said no exceptions would follow the deadline. As of 6 November 2026 we found no postponement or repeal, though the Ministry's own pages were not available to us. How to obtain the certificate is covered in our clarification post.

Who is covered

The rule applies to Omanis and expatriates, to staff already in post and to new hires. It covers roles that appear in the Ministry's sector classification list, not every employee of a finance department. If your permit title is not on the list, the requirement should not apply to you, but ask the Ministry if the title is borderline.

The roles on the list

The Oman Observer printed the following job titles:

  • Accounts Technician
  • Cost Accountant
  • Credit Analyst
  • Financial Analyst
  • Accounts Manager
  • Tax Manager
  • Financial Controller
  • Chief Financial Officer (CFO)
  • Assistant External Auditor
  • External Auditor
  • External Audit Manager
  • Senior External Audit Manager
  • External Audit Partner
  • Assistant Internal Auditor
  • Internal Auditor
  • Internal Audit Manager
  • Senior Internal Audit Manager
  • Head of Internal Audit Department
  • Chief Audit Executive (CAE)

That is 19 distinct titles. The original published list shows CFO twice, which makes 20 lines. A later Oman Observer piece (1 September 2025) says 19 professions are listed, which matches.

Why it matters

Without the certificate the permit is simply not issued or renewed. Press reports mention no fine. Employers with accountants or auditors on staff should check every permit title against the list and note each renewal date. Reports from September 2025 add that the Ministry urged starting certificate and licence procedures one to two months before a residence card or contract expires.

A note on dates

DLA Piper's summary says professionals needed certification "as of 16 July 2025", which it also gives as the date of the announcement itself (the Oman Observer dates the announcement 15 July). Every other source, including the Oman Observer's two articles and Middle East Briefing, gives 1 September 2025 as the start, and the Ministry's clarification reported the same date. We use 1 September.

Frequently asked questions

Does the certificate apply to expatriates only?

No. Omanis and expatriates working in the listed roles are both covered.

I am an accountant but my job title is not on the list. Do I need it?

The requirement applies to the roles on the Ministry's classification list for the sector, so check the title on your work permit against it.

What happens without the certificate?

The Ministry will not issue or renew the work permit. The press reports we read state no fine, only that refusal.

Is the rule still in force?

We found no announcement of a postponement or repeal as of 6 November 2026.
