Tender Launched for $103 Million Spray Boulevard Project in Salalah: Key Investment Opportunity for Businesses and Entrepreneurs
SALALAH – Renowned for its lush landscapes and distinctive monsoon mist, Salalah continues to captivate visitors seeking tranquility and natural beauty. Now, this allure is being transformed into a lasting cultural and tourism landmark.
Oman has officially launched the tender for the first phase of Spray Boulevard, an ambitious new destination designed to embody the essence of Dhofar’s Khareef monsoon season and share it globally.
Situated in the Ittin highlands overlooking Salalah, the project entails a total investment of RO 40 million (approximately $103 million). The Ministry of Finance is providing RO 10 million to cover the initial phase, which focuses on infrastructure and public works. The remainder of the funding will come from private-sector partnerships.
This development forms a key part of Oman Vision 2040’s regional growth strategy.
Named in tribute to the fine razadh mist that envelops Salalah during Khareef, Spray Boulevard aims to create an expansive, dynamic space where residents and tourists can engage with Dhofar’s unique culture, environment, and heritage through architecture, food, and entertainment.
The tender is exclusively open to Omani contractors classified as Grade 1 in road and infrastructure works. In support of local enterprise and inclusivity, small and medium-sized enterprises (SMEs) may participate at a significantly reduced fee of RO 100, compared to RO 1,500 for larger firms.
Tender documents are available until July 17, 2025, with bids due by August 12, 2025, via Oman’s national procurement platform: etimad.tenderboard.gov.om.
Phase one encompasses essential groundwork including grading, construction of internal roads, installation of utility lines, drainage systems, and supporting infrastructure – all foundational to the overall vision.
Covering 470,000 square meters, Spray Boulevard will feature public markets, canals, performance areas, restaurants, gardens, and innovation hubs. Highlighted attractions include the Grand Market, The Square, Fountain Island, botanical gardens, elevated walkways, open-air theatres, and the rejuvenated Al-Murooj Amphitheatre.
Additionally, the project will provide dedicated spaces for creative industries, cultural exhibitions, and environmental education.
Upon completion, Spray Boulevard is projected to draw approximately 800,000 visitors during the Khareef season and an additional 200,000 throughout the year. It is also expected to generate over 1,500 jobs, creating valuable opportunities for young Omanis in sectors such as hospitality, events, retail, and operations.
Earlier this year, the project was awarded first place in Oman’s national Best Development Proposal competition, a testament to its strong technical foundation and broad cultural significance.
