Oman Invites Global Bids for Key Road Projects: What This Means for Investors and Infrastructure Growth

MUSCAT, NOV 2 — The Ministry of Transport, Communications and Information Technology (MoTCIT) has issued a significant invitation for investment proposals from both local and international firms to participate in the design, build, finance, operate, and transfer (DBFOT) of several key road infrastructure projects across Oman. This move highlights the government’s strong commitment to advancing road connectivity and infrastructure through public-private partnerships (PPPs).

The ministry is calling on experienced companies with a proven track record in road construction and infrastructure development to submit bids for three major projects: the Salalah-Thamrait Road, the Muscat-Al Dakhiliyah Road (Al Maabela–Thumayd section), and the Bausher–Al Amerat Tunnel Road alongside the Al Amerat–Dima W’attayeen Road. Each project aims to provide alternative routes to existing roads, enhancing efficiency, safety, and reducing travel times for both commuters and freight transport.

The DBFOT model, combining private sector investment with public sector oversight, is designed to expedite infrastructure delivery while ensuring sustainable long-term operations. This approach aligns with the Oman Vision 2040 objective to develop world-class transport networks that bolster economic diversification, facilitate trade, and promote regional integration.

For the Muscat-Al Dakhiliyah Road project (tender number 5/2025), bidding documents will be available for purchase from November 3 to December 15, 2025. A clarification period will run from December 15 to 29, 2025, with submissions closing at 12:00 pm on February 23, 2026. The document fee for this project is RO 400. Similarly, the Salalah-Thamrait Road project (4/2025) also requires a RO 400 fee, while the Bausher-Al Amerat and Al Amerat-Dima W’attayeen Road project (6/2025) carries a RO 500 fee.

Interested and qualified companies are invited to submit participation requests along with their commercial registration copies to [email protected]. The Internal Investment Committee of MoTCIT will oversee the evaluation and selection process, ensuring full transparency and compliance with international procurement standards.

These projects are expected to attract substantial investment into Oman’s road sector, presenting opportunities for advanced engineering, innovative construction technologies, and sustainable design practices. The focus on alternative routes reflects a strategic initiative to enhance road safety, alleviate congestion, and improve logistics efficiency—key priorities for supporting Oman’s growing industrial zones and tourism corridors.

Beyond economic gains, these projects are also anticipated to create local employment, support small and medium enterprises within construction supply chains, and stimulate regional development. The ministry’s approach underscores Oman’s readiness to partner with international investors to execute large-scale infrastructure projects within strong financial and operational frameworks.
