PDO Awards Budoor Tayseer Gas Project: Key Opportunities for Investors and Business Growth in Oman

Petroleum Development Oman (PDO) has entered into a strategic 15-year agreement with Kuwait-based oilfield engineering services company SPETCO Middle East LLC to advance the Budoor Tayseer Gas Project, a crucial element of Oman’s long-term energy security strategy.

The project aims to produce 2 million standard cubic metres per day of sweet gas, alongside 950 cubic metres per day of condensate and 80 tonnes per day of sulphur pellets. This output will play a significant role in meeting PDO’s production goals and improving resource recovery from the Budoor and Tayseer fields.

Developed under a Design, Build, Own, Operate, and Maintain (DBOOM) model, the project features strong Omanisation targets — starting at 30% during the execution phase and increasing to 85% by the seventh year of operations. This initiative is supported by training and internship opportunities within the Eidaad programme to cultivate future operations and maintenance talent locally.

PDO emphasized that this collaboration will enhance In-Country Value (ICV) through local procurement, supplier development, job creation, and capacity building. The agreement reinforces PDO’s growth plans and secures a stable gas supply for the Sultanate in the long term.

The 15-year strategic partnership between PDO and SPETCO Middle East to develop the Budoor Tayseer Gas Project signals a major boost in Oman’s energy security and production capacity, delivering substantial volumes of sweet gas, condensate, and sulphur pellets. For businesses, this creates significant opportunities in local procurement, supplier development, and skilled workforce expansion, especially given the strong Omanisation targets. Smart investors and entrepreneurs should focus on sectors aligned with energy infrastructure, workforce training, and value-added services to capitalize on this long-term growth and localization drive.
