Oman’s New AI Zone: What It Means for Digital Sovereignty and Business Growth in Oman
MUSCAT: Omani government officials and business leaders have widely welcomed the Royal Decree issued by His Majesty Sultan Haitham bin Tarik on Thursday, which establishes the Sultanate of Oman’s first dedicated Special Economic Zone for Artificial Intelligence (AI). They describe this development as a significant milestone in Oman’s digital transformation journey.
Enacted under Royal Decree No. 50/2026, the AI Special Economic Zone (AI-SEZ) marks a decisive move from policy planning to active implementation within Oman’s evolving digital economy. The zone offers incentives, exemptions, and a customized regulatory framework designed to attract AI-driven businesses and foster a concentrated ecosystem of innovation. This initiative aligns closely with Oman Vision 2040, which highlights AI and advanced technologies as crucial drivers of economic diversification and productivity enhancement.
Market analysts indicate that the AI-SEZ aims to attract a diverse range of high-value activities, including AI startups, global technology companies, semiconductor and chip design businesses, data analytics providers, and research institutions. The zone also seeks to promote partnerships with international technology hubs and venture capital firms. Unlike larger AI hubs in the region, Oman’s approach is more focused and zone-centric, reflecting its established free-zone strategy and signaling increased openness to foreign investment in strategic sectors.
This initiative supports Oman’s goal of raising the digital economy’s contribution to GDP to approximately 10 percent by 2040. The AI-SEZ is expected to serve as a central platform for localizing advanced technologies, cultivating human capital, and accelerating AI adoption in key sectors such as logistics, energy, tourism, and manufacturing.
Dr. Seema al Kaabi, Acting Director General at the Ministry of Transport, Communications and Information Technology, described the AI-SEZ as a strategic achievement demonstrating Oman’s dedication to strengthening its position in advanced technologies. She highlighted the collaboration with the Public Authority for Special Economic Zones and Free Zones to develop an integrated ecosystem that encourages AI investment, fosters innovation, and attracts global stakeholders. According to her, the zone will enhance Oman’s appeal to advanced technology investors while nurturing local talent and boosting the digital economy’s growth.
Dr. Talal al Saadi, Director of the Under-Secretary’s Office at the Ministry of Interior, called the initiative a transformative step toward creating a knowledge-based, innovation-driven economy. He emphasized its role in promoting economic diversification, establishing a unified AI ecosystem that connects startups, international firms, researchers, and investors, and integrating AI into government services to enhance efficiency, transparency, and decision-making. He also stressed its importance in developing future-ready national talent and enhancing Oman’s competitiveness on the global stage.
Industry experts have noted the broader strategic significance of the AI-SEZ. Mohammed al Tamami, Co-Founder of Mamun, pointed out that the zone reflects a commitment to digital sovereignty, which requires comprehensive enablers such as computing capacity, energy resources, regulatory frameworks, capital, data governance, and secure digital “corridors.” He underscored that Oman is building on an existing foundation of digital infrastructure, including data hosting, crypto-mining, and energy-linked assets, alongside projects like Green Data City, positioning the Sultanate as an emerging hub in the global data economy.
Oman’s AI sector has experienced steady growth driven by national programs, increasing investment, and expanding practical applications. Since launching the National Programme for Artificial Intelligence and Advanced Digital Technologies in 2024, efforts have focused on infrastructure development, public-private partnerships, and governance mechanisms.
Supported by over RO 65 million in investments, alongside initiatives such as the Oman Digital Triangle and Green AI Alliance, AI has become one of the fastest-growing segments of a digital economy that contributes roughly RO 800 million to the nation’s GDP, further solidifying its role as a cornerstone of Oman’s economic diversification strategy.
