The Ministry of Energy and Minerals has launched a groundbreaking digital initiative aimed at transforming supply chain management within Oman’s energy sector. This strategic move seeks to enhance procurement efficiency, optimize contract management, and boost operational performance in one of the Sultanate’s largest economic sectors, where annual expenditure on supply contracts exceeds RO 4 billion.
The initiative was officially introduced at the inaugural project meeting chaired by Eng. Mohsin bin Hamad Al Hadhrami, Under-Secretary of the Ministry of Energy and Minerals. The meeting was also attended by Dr. Aflah Said Al Hadhrami, Managing Director of Petroleum Development Oman (PDO), and Eng. Musa Badr Al Sharyani, Director of Integrated Supply Chain at PDO.
Petroleum Development Oman has been appointed to lead the project, which is set to expand in subsequent phases to include other energy companies across the sector and integrate with relevant government platforms.
The energy sector’s supply chain currently supports a network of over 6,000 suppliers and contractors and manages the issuance of more than 600 tenders annually across various disciplines. This scale underscores the importance of digital transformation as a critical enabler for enhancing operational efficiency, transparency, and governance throughout the procurement lifecycle.
The new digital platform will offer a unified overview of supply chain activities sector-wide, improving data analytics, risk management, and decision-making capabilities. It will leverage artificial intelligence to convert operational data into actionable insights and performance metrics, fostering continuous improvement and streamlining processes.
Additionally, the initiative will introduce digital tools to accurately measure and monitor local content across projects and contracts. This will facilitate better assessment of Omani companies’ involvement in the sector and create increased opportunities for local suppliers and contractors.
The Ministry also envisions establishing a dedicated digital marketplace for energy-related products and services. This platform will enable suppliers to showcase their capabilities transparently and competitively, stimulating business growth and enhancing the participation of national enterprises in investment and procurement opportunities.
Beyond operational advancements, the project aims to build national expertise in digital supply chain technologies. This includes engaging Omani companies in the development of technical solutions and digital applications, while localizing skills in data analytics, change management, training, and operational support.
The initiative aligns with the goals of Oman Vision 2040 by boosting the competitiveness of the national economy, improving the business environment, strengthening local content, and accelerating the adoption of digital technologies in strategic economic sectors.
Participants confirmed that the project will be rolled out in carefully planned phases, designed to deliver sustainable value to both the energy and minerals sectors and the broader national economy. Further updates will be provided as implementation advances.
