MONTREAL, SEPTEMBER 24 — The International Civil Aviation Organization (ICAO) has officially nominated Eng. Nayef bin Ali Al Abri, Chairman of the Sultanate of Oman’s Civil Aviation Authority (CAA), as President of the 42nd ICAO Assembly session.
The Assembly opened on Tuesday at ICAO’s headquarters in Montreal, Canada, gathering representatives from 193 Member States and 18 specialized international organizations within the civil aviation sector. Held every three years, this Assembly serves as the highest global forum for governance and policy in civil aviation.
Eng. Al Abri’s election recognizes his distinguished career, marked by extensive national and international experience, recognized expertise, and adept leadership in managing complex strategic aviation matters. Under his stewardship, Oman has achieved significant progress in aviation safety oversight, air navigation, and aviation security. Notably, he led the successful Muscat Declaration (2024) on international civil aviation security—an important milestone reinforcing Oman’s global reputation in aviation.
In his opening remarks, Eng. Al Abri expressed pride in assuming this role, stating, “The presidency of this Assembly reflects the international community’s confidence in the Sultanate of Oman and its accomplishments in civil aviation.” He credited Oman’s wise leadership and a visionary approach grounded in international cooperation as the foundation supporting his mission during the Assembly.
Addressing the theme of international collaboration, he emphasized, “We gather at a pivotal moment facing cross-border challenges such as the global pandemic, economic fluctuations, and rising geopolitical tensions. Yet, our resilience and adaptability have been clear through cooperation, innovation, and steadfast commitment to safely and sustainably advancing civil aviation.”
Drawing on Oman’s historic role in fostering peace and cultural exchange through maritime trade, Eng. Al Abri highlighted that, “This enduring spirit continues to guide us today in managing our airspace and ensuring safe flights worldwide.”
Concluding his address, he outlined critical priorities for the global aviation community ahead: “The challenges before us are complex, demanding collective action—from accelerating digital transformation and reducing emissions to strengthening safety, security, fairness, sustainability, and economic resilience—ensuring that no country is left behind. Let us embrace this historic moment and collaborate to create a safer, more sustainable, and more interconnected global aviation system.”
