Oman’s Sustainable Aviation Agenda Boosts Green Investment Opportunities and Economic Growth
Muscat: Oman is ramping up efforts to create a more sustainable aviation sector through a comprehensive programme of regulatory reforms, emissions reduction initiatives, and investments in cleaner technologies. These measures align with the Sultanate’s national climate goals and economic diversification objectives.
The Civil Aviation Authority (CAA) has identified environmental sustainability as a core element of its aviation development strategy. This approach aims to balance industry growth with environmental responsibility, while boosting Oman’s competitiveness in regional and global aviation markets.
Khaled bin Hilal al Toubi, Director of the Civil Aviation Environmental Protection Department, emphasized that the National Aviation Strategy 2040 centers sustainability in sector development by enhancing regulations related to safety, security, environmental protection, and aviation economics. The strategy also promotes compliance among airlines and encourages innovative solutions that meet international standards.
The CAA continues to strengthen the aviation environmental protection framework through updated legislation, regular inspections, and monitoring programmes for airlines and airports. This includes tracking carbon emissions, verifying environmental reports, and ensuring adherence to international emissions reduction and offsetting requirements.
To further its sustainability agenda, the CAA is implementing initiatives to reduce aviation-related emissions, improve air quality, manage aircraft noise, and enhance resilience to climate change. The Authority is also crafting regulations to support the shift towards cleaner and more sustainable aviation operations.
In 2023, Oman submitted its National Action Plan for Reducing Carbon Dioxide Emissions from International Aviation to the International Civil Aviation Organization (ICAO). The plan projects aviation growth and emissions until 2050 and outlines mitigation strategies based on ICAO recommendations, such as technological advancements, operational efficiencies, and participation in the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).
Oman’s sustainability roadmap focuses on four key pillars: technological advancement, operational efficiency, adoption of sustainable aviation fuel (SAF), and compliance with international environmental frameworks.
National airlines are modernizing fleets by introducing newer, more fuel-efficient aircraft featuring advanced engines and lightweight materials. Operational improvements, including optimized takeoff and landing procedures, enhanced ground operations, and better fuel management, are also reducing emissions without significant capital costs.
Air traffic management systems are being upgraded with advanced communication, navigation, and surveillance technologies, facilitating smoother traffic flow, decreased fuel consumption, and lower emissions.
A major initiative in 2024 saw the CAA establish a national task force, including government agencies, airlines, airports, fuel producers, academic institutions, and research centers, to develop a comprehensive framework for SAF production and use in Oman. This effort encompasses policy development, investment assessments, public-private partnerships, airport readiness, and research on economic and social impacts.
Several Omani companies are exploring sustainable aviation fuel production using diverse feedstocks and technologies such as waste materials, agricultural resources, hydrogen, and carbon capture.
The Authority is also collaborating with stakeholders to maximize CORSIA’s economic and environmental benefits by promoting domestic carbon-credit projects. Simultaneously, it is enhancing sustainability governance at airports through stricter environmental inspections, performance monitoring, and the creation of a robust regulatory framework.
These initiatives support Oman Vision 2040, the Sultanate’s net-zero ambitions by 2050, and ICAO’s long-term environmental goals, positioning the aviation sector as a key player in the transition to a low-carbon economy. — ONA
