RO 4.3 Billion Plan to Reshape Salalah Through 2040
The Greater Salalah Structure Plan sets out about RO 4.3 billion of investment through 2040, split almost evenly between public and private money.

The Greater Salalah Structure Plan, presented at a workshop on 13 July 2026, estimates about RO 4.3 billion of investment in Salalah through 2040. It lists 261 proposed interventions: 114 capital projects costing about RO 4.26 billion, and 147 technical studies and assessments costing about RO 59 million.
The money is planned in three phases. About RO 1.4 billion falls in 2026 to 2030, about RO 1.25 billion in 2031 to 2035, and about RO 1.65 billion in 2036 to 2040. The largest share, about 44%, goes to strategic spatial development. Infrastructure systems get about RO 1.34 billion, and sustainability and climate measures about RO 469 million.
The model is close to an even split. Public investment is about RO 2.17 billion (51%), and private capital about RO 2.15 billion (49%).
The figures are planning estimates. They are not approved government spending or confirmed investment, and each project still needs detailed planning, financing, procurement and regulatory approval.
